Analyzed higher education market conditions, regulatory frameworks, market access, and national treatment requirements in both regions, including sectoral commitments under GATS and bilateral trade agreements. Assessed the European Union’s positions in international agreements and examined Indonesia’s comparative approaches in trade negotiations. Developed policy analysis and strategic recommendations to strengthen the capacity of the Ministry of Trade and related ministries in negotiating higher education and services trade agreements.
