Client: Knowledge Sector Initiative (KSI) & Ministry of National Development Planning
In order to improve the quality of national development, there is an urgent need to develop a model that covers business process, measures, early-warning system, and governance of monitoring, evaluating and managing the process of national development. Referring to the Ministerial Regulation of Permen PPN/Kepala Bappenas No.4/2016 on the organizational structure and governance of the Ministry of National Development Planning (Kementerian PPN/Bappenas), the Directorate of Sectoral Development Monitoring, Evaluation, and Controlling (Direktorat Pemantauan, Evaluasi dan Pengendalian Pembangunan Sektoral/ PEPPS) was mandated to conduct the model development. It is therefore imperative for the PEPPS Directorate to be able to provide the appropriate and useful feedback on the process of planning, controlling, and implementation of the current development plan, and on the performance evaluation of sectoral development. Hence, the directorate is expected to play some important roles in creating evidence-based policies in a more concrete way, achieving the agreed targets, and promptly responding to the changes in national development.
Svara Institute (formerly Presisi Indonesia), with support from the Knowledge Sector Initiative (KSI), prepares the technical proposal for sectoral development evaluation index. Specifically, the objective for the preparation stage (April-May 2017) is preparing a technical proposal for the activities for the development of the composite index, which include the plan for business process, methodology design, and determination of activity milestones.
