The electrical and electronics (E&E) industry is essential to Indonesia’s economic system. Apart from being a foreign exchange earner, the electronic industry is one of the five manufacturing sectors in the Making Indonesia 4.0 roadmap (Ministry of Manpower, 2021). The E&E industry is also one of the key drivers of employment in Indonesia; it is relatively labor-intensive, and most of them are domestic market-oriented. Labor skills development is pivotal to boost performance of this sector. 

Knowing the challenges ahead, the government of Indonesia has been making tremendous efforts to narrow the skills gap through reform in education system and training assistance. It is necessary to be applied, particularly among young people in Indonesia (aged 15-24), considering the high unemployment rate among young people that is typically attributed to a lack of skills. Therefore, it is essential to implement work-based learning programs among young people to overcome these issues. 

This study aims at assessing the implementation of work-based learning programs (e.g., apprenticeship, internship, on the job training, etc) within the Electrical and Electronics (E&E) sector in Indonesia and benchmarking them against ILO’s Quality Apprenticeship framework. By discerning gaps and areas of improvement, this study will provide recommendations to support policy decisions for more responsible business conduct in the sector.
