In 2024, we also had the opportunity to work with KALEKA to compose the Seruyan Regency Investment Analysis. This study is part of a series of efforts to bolster Seruyan Regency, which is committed to sustainable commodity production, to develop a macro strategy that can facilitate its vision of sustainability to aim for better markets. This report provides a comprehensive economic analysis of Seruyan Regency in Central Kalimantan Province, focusing on its macroeconomic, infrastructural, and human capital aspects. Seruyan's economy is primarily driven by the agriculture sector, particularly oil palm cultivation, which significantly contributes to its GDP. ​ Despite the importance of infrastructure quality to attract investments and foster economic growth, the region faces challenges such as poor road infrastructure, limited internet connectivity, and inactive seaports, which hinder its economic potential. The report highlights the need for improved infrastructure to enhance logistics efficiency and attract more investments. Additionally, the limited availability of higher education institutions and skilled labour poses a challenge to the region's economic growth and productivity. ​

The report also emphasizes the importance of promoting human capital development to improve labour productivity and attract investments. ​ High unemployment rates among high school graduates, skilled labour shortage, and a disparity between wages and productivity are notable issues. The report suggests focusing on potential sectors such as palm oil downstream industry, tourism, fisheries, and other potential commodities to unlock Seruyan's economic potential. Collaboration with key stakeholders and exploring alternative financing schemes like public-private partnerships and blended finance are recommended to accelerate infrastructure development and drive long-term growth and prosperity. The KALEKA roadmap is proposed as a strategic blueprint to enhance sustainable economic growth through a three-stage development strategy for the agri-food industrial cluster. The aforementioned challenges need to be put into consideration for the implementation of the roadmap.
